Observatory of Lesbophobia 2019 - 2022

The need for an Observatory on Lesbophobia arose from EL*C work and collaboration with its members, that have shared with us cases of lesbophobia, the need for awareness raising and for coordinated actions at European level. Lesbophobia is also often misunderstood in policy making concerning hate crime, hate speech and gender-based violence and not nominated because considered to be the same as homophobia.

Across Africa, lesbian, gay, bisexual, transgender, and queer (LGBTQ) persons experience violence and discrimination based on their sexual orientation and gender identity and expression from state and non-state actors and institutions.1 Governments, religious leaders, health professionals, and media outlets have at times advanced the idea that LGBTQ identities and behaviors are a form of psychological disorder, mental illness, religious sin, or even possession by a supernatural entity.

This report explores how the humanitarian system is responding to the needs of lesbian, gay, bisexual, transgender, intersex, and queer (LGBTIQ) people during humanitarian crises. What commitments have the global humanitarian system made that should apply to LGBTIQ people, as they do to all others? What capacities must the system have to respond to the specific needs and priorities of LGBTIQ people? What challenges exist within the system that may leave those needs unmet?
